Extraction comes first, pulling the standing water out of the carpet before anything else. Then drying, with air movers and dehumidifiers set to actually move air through the affected rooms rather than just running a fan in the corner.
The part most people never see is what happens after that: pulling back the carpet at the edge of the affected area to check the pad and the subfloor. Pad that has taken on water usually gets replaced rather than dried, because a pad that stays wet is exactly the kind of thing that grows mold behind a wall nobody is checking.
